For 28 years Dr. Sibalwa served as professor and academic leader at the University of Zambia.  His knowledge of higher education provided essential experience that led to his appointment as Chair of a 13-member Task Force to study and prepare the application to the Higher Education Authority for approval of the University.  Known widely in Zambia as a devoted churchman and statesman for the advancement of higher education, his wisdom and experience provide wise counsel to the Principal and University Council of Africa Wesleyan University College.  His primary responsibilities include the following:

• Is the ceremonial head of the University
• Presides over all ceremonial assemblies of the University
• Confers Degrees, Diplomas, Certificates, other Academic titles and distinctions of the University
• Receives reports about the general conduct of the University affairs from the Chairperson of University Council and the Principal of the University
